Does the RICO Act apply to the NCAA?

Patrick Hruby's latest screed (but it's factual) against the NCAA conjures up this thought: maybe the U.S. Attorney General should look into applying the Racketeer Influenced and Corrupt Organizations Act (RICO) against this blight on our nation. But Eric Holder is sort of busy right now.
