Are the new admittance rules for JUCOs fair?

Fair is such an awkward term because everyone has their own definition but here is what the NCAA has instituted: at the conclusion of the 2013 academic year, JC transfers must have a 2.5 GPA in their transferable credits in order to be eligible for a four-year school. That is up from 2.0 and different from high schoolers who must now earn a 2.3.

It does seem separate and unequal.
